The DoW Drone OTA Consortium
Why it matters: It's government-run, and you apply by email. It runs Requests for White Papers (RWPs) and Requests for Solutions (RFSs) through a three-step process, and keeps a three-year Solution Basket.34

- Solution brief Answer an RWP or RFS that fits.
- Pitch or demo Selected briefs move to a live pitch or demo.
- Full proposal Then a full proposal. Viable submissions not chosen stay in the Solution Basket for up to three years.
- Requirements ITAR/EAR compliance and NIST SP 800-171 protection of Controlled Unclassified Information (CUI). SAM, UEI and WAWF registration.34
- How it is run A Government Steering Committee approves members. The notice cites 10 U.S.C. § 4022 and covers prototype and production OTAs, with competition pools for nontraditional defense contractors and small businesses ( SAM.gov notice ).

What this means for you
Dues and admin add up across consortia. The Drone OTA Consortium is free to apply to and drone-specific, so it is the natural first application.
Next step: Send the Drone OTA Consortium application and CVA, and join another consortium only when it has your target call.
