One catalog, many civil buyers
Why it matters: GSA's Multiple Award Schedule is the catalog contract that civil agencies, and many state and local buyers, order from. Drones sit in one category, Special Item Number (SIN) 334220. It is slow to get on and easy to buy from.47,48
- Get Blue first GSA will not award any drone on the schedule unless it is on DCMA's Blue UAS Cleared List.
- Prepare the offer Pricing, commercial sales practices and your Blue listing, per the MAS solicitation.
- Add SIN 334220 Add the drone category to a new or existing MAS contract.
- Sell to buyers Agencies order from the catalog. Market to them directly.
- The rule, in GSA's words MAS Refresh #32: GSA "will not award any Drones/Unmanned Aircraft Systems (UAS) ... except those drones included on the Defense Contract Management Agency's (DCMA) Special Programs Unmanned Systems-Experimental (US-X) Blue UAS Cleared List."47
- The catch A schedule contract is a hunting license, not revenue. Civil buyers also must follow the American Security Drone Act (ASDA), which bars federal buys and federal-funded use of covered foreign drones, with narrow exceptions and waivers.54,55
